add fallback content recovery publisher #2182

Add a fallback publisher as a CLI flag for content recovery, in case we want to repair chunks which are already present in the network but without a set publisher, and we later pinned and set a feed for their recovery.

I'm closing this issue, since we do not currently expect to implement this for the POC version of global pinning.

We can re-open the issue later if we choose to do so.
