What was wrong?

Update CLI tool to support ethpm V3.

Blocked until https://github.com/ethereum/web3.py/pull/1652 is available as a release.

How was it fixed?

@marcgarreau Dope, that's great stuff to hear and thanks for giving it a run-through! Yeah, I definitely agree that the ux here can use a big boost. A rewrite is now considered a blocker before a next marketing push - and I'll be sure to ping you when I've made updates to the docs/terminal output for another (hopefully less confuddling) :eyes:.
