Update specification and documentation for EIP submission

Add build script for Markdown output (hacky; I'm happy to remove if people don't like it, since it's to be used so infrequently)
Restructure package-spec.rst and all the other files a lot to fix formatting / content issues.
Write the standard EIP sections (Abstract / Motivation / etc.), to make this specification conform to EIP-1
