Improve URI backend functionality #74

What was wrong?

Our current URI backend functionality is not well organized.

How was it fixed?

Clarified and improved the routing of URI to backends. This should facilitate the extension of the URI handling system in the future when we want to handle more types of content-addressed URIs.

Just to be clear, most of this PR has not yet been implemented.

@davesque Do you mind if we close this? The backend strategy has changed somewhat significantly since this pr was created.
