How was it fixed?

[x] ListenShard takes in one additional argument numShardPeerToConnect and connect to randomly chosen numShardPeerToConnect peers from that shard when executed.
- [x] connectShardNodes test
[x] Add discovershard RPC call which returns the peers discovered from the shard.
