How was it fixed?

Done

• Add shard peer request
• Separate protobuf files to different package
• Added Response message in pb
• Move utility functions to utils.go
• Refine tests

TODO

• [x] Modify "one shard per request" to "multiple shard per request"
• [x] Change protobuf message to return map<shardID, []peerID>
  • A bit ugly due to the extra message declared for []string, because pb supports only primitive types and self-defined messages in map. Reference: https://github.com/google/protobuf/issues/2388
• [x] Add tests
• [x] Fix CI error
• [x] Modify Makefile to compile all proto
