What was wrong?

Lack of commands to ask for peer status and connections, and commands to synchronize shardPeers and collations with peers.

How was it fixed?

Added

GetConnection() returns connections
GetPeer(topic string) returns peerIDs
- Fix https://github.com/ethresearch/sharding-p2p-poc/issues/10
SyncShardPeer(rpcAddr string, peerID peer.ID, shardIDs []ShardIDType) returns shardPeers
SyncCollation(peerID peer.ID, shardID ShardIDType, period int, collationHash string) returns collation

TODO

[ ] Change connectionStr to (remote_ip, remote_port, transport_type, local_ip, local_port)
[ ] Add tests for each RPC, with a simple RPC server
[ ] Usage and example in scripts
