What was wrong?

Redefined the flow for how to

Generate instances with Terraform
Build Docker images on each instances
Run containers on each instances

Thanks for the advice from Anton.

How was it fixed?

Use Terraform to generate ansible inventory file like:

[nodes]
ubuntu@54.209.83.103 p2p_nodes_start=30399 p2p_nodes_end=30402
ubuntu@35.173.216.248 p2p_nodes_start=30403 p2p_nodes_end=30406
ubuntu@54.159.21.205 p2p_nodes_start=30407 p2p_nodes_end=30410
