What is wrong?

Several steps are left for the peers to do.

• [x] peers add each other, forming a topology.
• [ ] peers subscribe to a shard.
• [ ] proposer broadcasts shard blocks

How can it be fixed?

Use the Python script to generate relevant commands for each peer container.
