[Feature Suggestion] change island length, width independently without stretching the elements

A chinese tweak did this, but it just stretches the island instead of modifying the gap between elements.

A use case for this is hiding the island under the notch, then having it "extend" on the sides of the notch when doing island stuff, without the notch covering parts of it.
