Fix Logging Environment Variables

Description of Changes

This PR makes some minor changes to environment variables and the Chart.yaml metadata.

• Rename FIDES__LOG_PII to FIDES__LOGGING__LOG_PII as per the changes in https://github.com/ethyca/fides/pull/2031
• Set default FIDES__LOGGING__LEVEL to INFO from DEBUG to better align with production best-practices
• Update Chart keywords to fix a duplicate entry
• Update Chart version number in preparation for release
