Add Ability to Provision Postgres and Fides Workers

Description of Changes

This PR adds the ability to optionally provision a Postgres instance and to configure how many Fides workers are running for a given deployment.

• Add Postgres Bitnami chart as an optional dependency
• Add Fides workers
• Upgrade Redis dependency
• Increment chart version
