Remove vpselector submodule and add as pypi dependency #231

The Visual Pandas selector is now available as an official python package on PyPi. Therefore i suggest removing the submodule and just installing it regularly like all the other python dependencies.

I tested locally (On my Linux Mint Vanessa 21) and it worked fine. But it seems like there is an issue with bionic beaver....

Not yet sure why. The vpselector 1.0.1 is certainly life on PyPi: https://pypi.org/project/vpselector/

@manumerous bionic is EOF, can we remove it from the CI as part of this PR too?
