brisk evaluation #73

added (one of the) evaluation files, but it seems like this is not referenced anywhere (cmakelists or the like). am I missing something?

Did you check the mexing scripts in the matlab folder?

@mbuerki is this file actually needed? Did you find out how it was integrated to the build in the other PR? Is this build from Matlab?

@mbuerki I don't really see why we need all this python code which is very specific to your application in the package of a detector/descriptor. I would much more prefer if we kept this in the repository where you write your paper and keep this repo clean.
