correctly show throttle percentage in energy widget #33

So this makes it between 0-1? Please provide description in PRs :)

high latency sends between 0 and 100, while on normal operation we get the throttle between 0-1. The energy widget multiplies by 100, such that we now had 100 times too large values when receiving the number from the high latency message
