Improve documentation for contributors and add a code of conduct #31

This pull request brings the repository up to spec with GitHub's Community Standards. It introduces no code changes.

Summary of changes:

New SECURITY.md file, describing our policy regarding security updates and vulnerability reports
New CODE_OF_CONDUCT.md file, defining the project's community guidelines
New CONTRIBUTING.md file, in which we refer readers to the Contributing documentation page
The Contributing documentation page has been extended
New GitHub Issue template for Questions
