Clean `setup_github_actions()` #196

There are no more $ALTDOC_MKDOCS_START in the template of the GHA, which makes setup_github_actions() fail. Looks like it was removed in https://github.com/etiennebacher/altdoc/pull/162. @vincentarelbundock do you remember why?
