Not sure about the blood splatter, but cg_coronas 0 or cg_coronafardist 0 fixes it for the lights.

btw - I've experienced this with a mostly default config. I just have com_maxfps set higher, everything else default values. Only happened once in days of playing. Interestingly, the bugged out rectangles turn to face you :D
