Use codecov token & move codecov yaml

Fixes BLUI-5748.

Changes proposed in this Pull Request:

• move codecov.yml to GitHub folder and set the configuration with status checks and use the default PR comment from codecov
• use codecov token with upload action

Screenshots / Screen Recording (if applicable)

• after the upload completes we can now see the config in codecov UI settings
