put the changes in the dev branch
~My current loaner computer does not have much developer stuff on it. Would need someone's help to resolve the conflicts~
- ~I think it is just dependabot stuff, so someone just need to run yarn locally to sync the yarn lock file~

Reason?

There's no need to use a release/md3 branch (shouldn't be doing that to begin with, I think)
We are editing documentation now. It would be better to preview the documentation on storybook (and ensure all links work)
All other two repos (theme, showcase) are using the dev branch
Dependabot keeps wanting to update the dev branch which might conflict with our work in the md3 branch
Need to do it for BLUI-5023 anyway

This PR has been open for 5 days, and all other PRs have been merged. Can I get at least one person to review and merge?
