Release assembly #624

Please review the non-CI part of this pull request.

I will merge without the CI part!!!

I merged #632 in this PR, it seemed that we cached too much. It (github action cache) failed to work.

We need to reduce the number of CI to reduce the cache size (< 10G) as @eddyxu mentioned in #621 .

And deprecating Python 3.7 ( #616 ) seems to be an effective solution.
