Provide a pcap2ts tool.

I have a trivial Perl implementation here, using the following CPAN modules:

Net::Pcap;
NetPacket::Ethernet;
NetPacket::IP;
NetPacket::UDP;

I'll see if I can get it released under the Mozilla 1.1 license.

Please consider including TCP delivered streams, there is very little tooling 
for that use case, either as raw TCP or RTP encapsulated...
