Fix: Workflows failing at python-dev dependency #63

Fix the currently failing workflow builds due to python-dev apt dependency being replaced by python

Ah @etscrivner I've also updated this in https://github.com/etscrivner/rbsecp256k1/pull/62 but can back the change out.

Think the README needs updating too.
