Initial crack at #42
Allows admin to set a specific timezone for date display or to specify 411 use client browser local time
Defaults to local browser time (maybe this should be UTC)
Leaves room for implementing per user timezone setting

Tried to work in your comments! Things seem a little hacky especially around string constants in the js code...
