We were trying to format elasticsearch results when we didn't have any, and this was causing nagios-herald to crash on elasticsearch recovery alerts

Also adds a test env file for elasticsearch RECOVERY alerts

Can you de-Etsify the RECOVERY environment file? I tend to use example.com, or similar, in names.
