Holding a key should cause options to increment/decrement at a fixed rate #490

Adjusting things like visual/audio delay, rates, etc. is a pain since you need to keep repeatedly tapping the key instead of being able to hold the key down and having the value increment/decrement at a fixed rate (like 0.010 per sec)

This looks to only apply to options that appear ingame from the F keys (F3, F11, F12, etc.), and also plus/minus for rates on the song wheel
