Internationalization #3

The application should be available in multiple languages, french and english at this time. The displayed language is the browser language, if the language of the browser is not yet supported by the application then english is the default language.

An "I18N" GitHub label will be added in order to tag the issues with the expected translations in french. Business requirements are in english so the BR provide the english version of displayed text such as labels.

Wireframes do not need to have a version for each language but should all be in the same language, french or english.
