I think there is no need to implement this feature anymore. Is a little bit disappointing that this issue didn't move at all.
Apple is now accepting EU Digital COVID Certificates on ios 15.4 which is currently on beta (https://developer.apple.com/documentation/ios-ipados-release-notes/ios-ipados-15_4-release-notes).
If anyone is struggling finding info on how to add it to your apple wallet, follow the following steps:
Some times it says that the certificate is not verified and can't be added into the wallet, just close the health app (via the task view), open again the health app and click on add to wallet (it worked for me)

ios 15.1 is already out, in this update apple is accepting covid vaccination cards natively but only if it is in the SMART Health Card format. https://support.apple.com/en-us/HT212752 https://smarthealth.cards/
This will make the vaccine card holder experience much nicer, because they will be in a centralized place.
I kindly suggest to implement this.
