Use a consistent spelling for the word licence #176

In the ARF text, the word "license(s)" appears four times and "licence(s)" appears eleven times. For consistency, we should use the same spelling throughout.

In American English, the noun is spelled the same as the verb—license. But in British English, the noun is spelled licence -- Grammarly

In accordance with the British English, the spelling distinction is: "Licence" is used as the noun. "License" is used as the verb. The ARF and Annexes will be updated in accordance.
