Migration requirements are missing #242

Annex §A.2.3.34: The requirements for migration are missing. Is there a plan to detail them in a future version of the ARF?

Thank you for your input, it will be updated in the next ARF version to be more concise. The HLR for topic 34 are equal to 33. "There are no specific requirements in this Topic" will be replaced by "for topic 33, there are no additional requirements beyond the HLR of topic 34"
