Thank you very much for your feedback. We agree. The words "... and create better QTSP services" will be removed. Update will be reflected in the next ARF version.
At the end of section 3.7 stands the following comment: "this will enhance competition and create better QTSP services." This opinion of political economy seems out of scope for a technical document such as the RAF. "Better" is a vague term and the implication is not always true (see e.g. https://academic.oup.com/antitrust/article/1/1/162/274807?login=false#91615658). The sentence could therefore be shortened to "European citizens will be able to choose any QTSP without worrying about technical interoperability between them."
