In cases where the zookeeper server is not on the CLC, midolman
must be configured before mn-conf to communicate with zookeeper.
Currently the midolman recipe will probably be executed a 2nd time
when all midolman-hosts execute the recipe, so this should be
streamlined. Short term HACK!
