Ease up on setuptools requirement #122

Can one of the admins verify this patch?

I pinned this to 30.1.0 in the below commit because it was failing upgrade:

setuptools issue #4104 is still open:

https://github.com/pypa/pip/issues/4104

Can you please make sure that the newer versions of setuptools work properly when upgrading using the command:

pip install --upgrade pip

If there is no problem then I'll be on board removing the pin to version 30.1.0
