Some packages are installing rules into /usr/local/lib/udev/rules.d/ now.
I've run into when compiling Oversteer ( for using force feedback racing wheels ).
FYI: Debian Buster Udev manpage doesn't list /usr/local/lib/udev/rules.d but the next version, Bullseye udev manpage does.
