I see that this issue tracker is often used as a forum to ask questions. I wonder if the developers are ok with this or would prefer another way.
I find Cactus very interesting but I'm a bit afraid about the lack of some kind of community support for users and developers. I'm aware that it's a small project, but I think that this step is needed to make it grow.
The easiest way would be probably using a specific tag to follow on stackoverflow. The cactus tag is already taken for Jakarta Cactus, now retired.
What would you recommend? cactus-python? cactus-web?
