Updated jQuery in base.html & error.html to latest 1.x version & removed unnecessary attributes from script tags in errors.html

@ahmedelgabri Any reason why you're not just upgrading to jQuery 2.x?

@commadelimited No reason to be honest, I just found that they were using 2 different versions of jQuery 1.x so I just upgraded it to latest & made both use the same version.
