When Saving an image, default folder is Pictures and not current folder #380

What steps will reproduce the problem?
1. Open image
2. Hit ⌘+Shift+S
3. Default folder to save is Pictures

What is the expected output? What do you see instead?

I prefer and am used to the the old 1.x, 2.x behavior: default folder is the 
opened picture's folder. It's also a logical choice.

What version of the product are you using? On what operating system?
3.1 on 10.7
