Figure out country ordering

The agency wants a different order for countries in the frontpage of the client. Here is the explicit request:

We can use the official EU order of countries as a base for the country sorting. It can be found here: http://publications.europa.eu/code/pdf/370000en.htm

As a reference for order we have also on http://osha.europa.eu/en/oshnetwork/focal-points, though it is not complete in terms of candidate countries. We miss one other thing. This is the translations to all these languages for "EU Countries, EFTA Countries, Candidate countries and potential candidate countries. @Alexander, could you arrange that?

@alexander, could you also fill in the translations for the logo byline in index.html? Wichert is going to rehabilitate the old Javascript that we had in the past with the Agency logo when there was also a byline.

I just added the basic structure to the HTML for it.

The translations are underways, I don't know though when we get it. I assume it's po, so let us add them once we get them, ok?

They are not po, but direct in the markup since we need all translations present at the same time.
