Twin Otter yaml files #13

I've added preliminary yaml files roughly categorising the segments in twin otter flights. It's not ready to merge yet as the files I've used aren't finalised or openly available yet so I can't put in the corresponding changes to the report/validate scripts. I thought it would be good to have this as an open pull request just to show these files are available if needed.

Yes, but there's still work being done before the finalised files are made accessible so I don't have a good idea of when that will be.
