added compiled_release workflow #9

This workflow creates a release with one compiled flight segment file for all flights. There is an example release v1.0.1-rc1 which contains a compiled all_flights.yaml.

Having one file including all segments of all flights and aircraft simplifies downloading of the respective metadata and allows to enumerate flights.

Perfect, then I'll merge it.

Yes, I would do the creation of netCDF in another one (maybe also in #11). I think this is useful on its own and there are still a couple of open questions on netCDF creation.
