Restrict logging org.apache.catalina to INFO in logging.properties #126

It appears we don't have any restrictions, so when we change the overall default to FINE, we get too much logging from org.apache.catalina (like processExpires every minute).

Basically, this involves adding the following line to multiple logging.properties files. The line is:

org.apache.catalina.level = INFO

The files are:

eureka-webapp/src/main/resources/logging.properties
eureka-services/src/main/resources/logging.properties
eureka-protempa-etl/src/main/resources/logging.properties
