Add CI-tests for 0.1.14 #281

To make 0.1.14 release, we need to add all CI tests covering 0.1.14rc1 updates !

[x] utilities.ArgoDocs
[x] OPTIONS['cache_expiration']
[x] ArgoIndex().to_indexfile
[x] Argo Bio and Synthetic profile index support
[x] argo xarray engine to open netcdf

and will keep in mind:

[ ] data_fetchers.CTDRefDataFetcher (cannot be tested because erddap server not available)
