Add Cadastral data to GTIF #2397

EODC was tasked to suggest this new dataset as base layer:

Cadastral data

Note that this and other layers in this WMS needs a minimum zoom level of ~ 1: 20 000 Sublayers: "KAT_DKM_GST-NFL" Legend: grafik

@bschumac could be interesting to make these also available for overlay type of analysis, in which case they would have to be integrated in EODC or GeoDB.. TBD at next occasion...

For the WMS the legend is quite comprehensive and a bit challenging to integrate @lubojr also English transition would be good, but not critical...
