Update GTIF configuration of SH WMS #2429

SH layer definitions should be migrated to the race SH account
shInstanceId of GTIF client should be updated in eodash CI settings

Following WMS layers are currently used in GTIF and their definitions should be updated together with their evalscripts if applicable:

[ ] SENTINEL-2-L2A-TRUE-COLOR - should be same evalscript as in RACE
[ ] TRUCK_REPROCESSING_MOTORWAY - should be same evalscript as in RACE
[ ] E8_SENTINEL1 - here we are using a custom evalscript compared to the RACE
