Add Bodenbedeckung as Layer to GTIF #2448

EODC was tasked to suggest this new dataset as base layer:

Bodenbedeckung Austria

This should be fairly easy to integrate as it is directly available as shapefile. Please notify us if this is not directly possible.

Do you need a data descriptor for this layer? I think it is rather a base layer? All info should be available from BEV also.
