Consider keeping base layer and overlay configuration when switching tools #2461

One important point to consider is that different tools have a different set of layers configured, as well as specific base layers are activated when loading one. If we do not switch layers if one exist, the default layers per tool would no longer work. Not sure if this is a good approach. Maybe we would need to have a "freeze layers" checkbox, but this would again introduce complexity for the user.

We could look into adding a "reset view/reset analysis" button that sets back to default config, but otherwise i remembers current configuration per "user session". Let's discuss in next session
