change the ui panels height #2467

1/2 and 1/2 height, but still have possibility to collapse and expand Need for clarification, does that mean that one panel can only utilize half of the height of the client?

Is set as 75/25 default on the left and 50/50 on the right with possibility of full height if a single tool is opened.
