Add soil sealing example to GTIF AT #2473

EODC was tasked to suggest this new dataset/service as new layer in GTIF:

Soil Sealing & Vegetation Change - Burgenland

The data is currently stored as cloud optimised geotiff on our sftp://samples.eodc.eu and can be fetched from there. We will also integrate it in STAC - but this will take some more time. Please inform me where I should deliver the Login information to, so this data can be fetched for GTIF AT.

Description:

This layer indicates vegetation change (persistence, increase, decrease, absence etc.) within three time periods (years). The layer is an RGB-colour multi-temporal representation of vegetation, where each colour represents one of three different time periods.

All available Sentinel-2 images for three years (one for each colour) went into the analysis. For each year the vegetation observation was quantified (percentage of all yearly observations) using a standardized and fully automated semantic enrichment of EO images (https://color33.io/), which identifies vegetation automatically based on spectral signatures. The RGB colour model is an additive colour model used to visualise the three different grayscale layers for each time period. It displays the changes from and within the three periods on the map within one layer using the different colour combinations. The interpretation of the colours can be drawn from the colour cube. The RGB colour palette and colour cube for the interpretation indicates change (increase and decrease) as well as persistence (white and very bright colours) or absence of vegetation (black/very dark). Changes in vegetation intensity and/or partly changed vegetation can be identified by the colour intensity. Service requests for other spatiotemporal extents can be made through the contact on the INTERFACE Website.

@bschumac thank you for the information and ticket. I would propose to wait for integration into your catalog as long as it would be possible for the GTIF instance to directly retrieve the data, this seems to not be possible as commented on #2471 because of no CORS headers for the assets endpoints. Depending on that we will need to evaluate what to do.

@santilland to be integrated in the "Adaptation Services" TBD in which exact form
