Add Monthly composite Fraction of vegetation cover to GTIF AT #2487

EODC was tasked to suggest this new dataset as new layer in GTIF: Product_data_descriptors_MFCover.docx

We will add this to STAC shortly - if required I may also give access to the files.

This is monthly composites.. TBD if we can integrate this in EO adaptation services... Discussion between ESA and EOX needed
