STAC based client loading and UI update for production merge #2538

This pull request contains a large team effort to migrate the data configuration and loading logic from a custom config and large amount of json files within this repo, to a STAC catalog based approach. I think this new approach provides many benefits and makes data much easier to find and interact with. Big thank you all to all contributors in this repository as well as in the data sanitation and migration process!!
